SKP SAGUARO CO-OP LEASEHOLDER RULES
Some current Rules just restate language which already exists in the Co-op Bylaws. Members are already required to be familiar with the Bylaws. This document no longer repeats those rules.
Also, the Rules Committee assumes it is NOT necessary to repeat already-existing Architectural Committee and/or Landscape Committee Rules.
- THESE RULES SUPPLEMENT THE EXISTING BYLAWS OF SAGUARO CO-OP. THEY DO NOT SUPERSEDE ANY PORTION OF THE BYLAWS.
- THEY PRESUME THAT NO MORE THAN TWO (2) ADULT MEMBERS OF THE ESCAPEES AT LEAST 18 YEARS OF AGE OCCUPY THE SAME RECREATIONAL VEHICLE.
- OTHER OCCUPANTS ARE CONSIDERED GUESTS AND GUEST RULES APPLY. – LEASEHOLDERS AND ALL GUESTS MUST FILE WITH THE CO-OP OFFICE A COMPLETED AGE-CERTIFICATION FORM – PROVIDED BY THE OFFICE AND REQUIRED FOR THE CO-OP’S EXEMPTION FROM THE FAIR HOUSING LAWS OF THE S. AND ARIZONA. ALL RV’s MUST BE SELF-CONTAINED.
- OPERATION OF VEHICLES:
- The park speed limit is 15 MPH for all vehicles at all times.
- ALL vehicles, including golf carts, WHEN OPERATED AFTER SUNSET, must have a headlight on the front and a red reflector on the rear and obey Arizona
- Do not ride bicycles or golf carts on walkways.
- Do not park overnight on the streets, block wheelchair ramps or park in handicapped spots without a permit.
- Do not idle engines for longer than five minutes.
- All licensed motorized vehicles must display the appropriate identifying Co-op ID tag on their vehicle’s rear view mirror or lower right-hand corner of the windshield (passenger side).
- All vehicles (RV’s, Trailers, Utility Trailers and Motor Vehicles) must possess current vehicle registrations and current license plates, whether on lots or in storage.
- NOISE CONTROL:
- PLEASE MINIMIZE ALL
- Quiet hours: 10:00 PM to 7:00 AM.
- Generator hours: 7:00 – 9:00 AM and 4:30 – 7:30 PM
- LOT REQUIREMENTS:
- A tight fitting rubber donut or screw-on type sewer hose connection is MANDATORY NO sewer hose may touch the lot surface. Sewer hose drains must be capped when not in use.
- Leaseholders are allowed one clothesline per lot, a collapsible umbrella type or retractable type clothesline. Clotheslines must be retracted or collapsed when not in use.
- All propane tanks of any size – except those of 100 gallons or more capacity – must be secured via cable or chain to a building, RV, or rigid support, or – in the case of small tanks – a secure hold-down stake.
- Architectural Committee and Landscape Committee guidelines must be followed. Copies are available at the Co-op office.
- RV’s shall be the PRIMARY residence of leaseholders.
- Parking setback requirements of RV from property lines: Ten feet from the back, five feet from the utility side, ten feet from the front and seven feet minimum between the RV and any building. All RV’s, park trailers must be parked parallel to sides of lot, facing the street.
- Outside faucets MUST have backflow preventers/vacuum breakers in place at all times.
- A leaseholder may have a single enclosed storage unit not to exceed 52 cubic feet and located under a roofed porch/patio. No other temporary shelters or structures (gazebos, canopies, tents, enclosed patio rooms, etc.) are allowed on the lot.
- GARBAGE:
- Household garbage must be bagged prior to placing it in the dumpsters. Dumpsters are for household garbage and trash only.
- NO outdoor garbage containers are allowed.
- NO landscape vegetation materials may be placed in the dumpsters. A trailer is provided in the storage area for this material.
- Construction and remodeling material, and all other items – such including vehicle batteries, tires, oil, paints or other HAZARDOUS materials MUST not be placed in or around dumpsters. It is the responsibility of the leaseholder to ensure the removal from park property of any such discarded materials. They should be transported to the Benson Transfer Station.
- NO LITTERING!
- FIRE PROTECTION:
- A serviceable 50-foot hose, with nozzle, MUST be connected to the second water faucet on the utility side of the lot and must be visible and accessible at all times.
- No wood fires or uncontained fires allowed on lots.
- VEHICLE MAINTENANCE:
- Wash vehicles ONLY on your own lot. Use a serviceable hose with an automatic shut-off nozzle.
- Routine maintenance is permitted.
- Major repair or overhaul is not allowed.
- EXTRA VEHICLES:
- Leaseholders are allowed two RV’s on their lot for a maximum of 5 days for maintenance and a maximum of 5 days before a trip and 5 days after with a permit clearly displayed.
- Utility trailers, car dollies and boats may not remain on a lot for more than five (5) days.
- Under special circumstances, leaseholders may obtain a permit from the office to provide a single 5 day extension to these limits.
- GUESTS:
- All lot rentals MUST pass through the office.
- When non-member guests visit leaseholders in the host’s RV or building, the visit is limited to fourteen days per visit up to a maximum of twenty-eight days per year per individual.
- MINORS (Persons under the age of 18):
Escapee members with minor family members are welcome to stay in the Co-op for a maximum of fourteen (14) days per stay with a maximum of twenty-eight (28) days per calendar year.
Minors are welcome guests provided they comply with Co-op Rules, including the following:
- Minors must be under direct adult supervision at all times when in any Co-op facility, or off the leaseholder lot.
- Minors must not trespass on terraces and other leaseholders’ lots.
- Minors are restricted from games of chance, playing pool and using exercise equipment in the Clubhouse.
- Minors are NOT allowed to operate golf carts in the park.
- CHECKING IN AND OUT:
- Leaseholders will check in and out at the office when leaving for more than 24 hours.
- Leaseholders placing their lots in the rental pool must fill out the proper form. In addition, Managers must have at least seven day advance notice of leaseholder’s return, to permit the office to relocate any renter.
- Leaseholders placing their lot in the rental pool must clear the parking pad area for the rig and parking area for the tow or towed vehicle of the anticipated renter. Leaving a leaseholder vehicle or golf cart on porch/patio must not interfere with rental space.
- PETS:
- No potentially dangerous or objectionable pet is allowed in the Co-op.
- No pets, other than service dogs, are allowed in any Co-op building, recreational area or on any lot other than the pet owner’s without the permission of the leaseholder of that lot.
- Pets shall be kept under control at all times. When off the owner’s lot, pets shall be on a six foot leash.
- Pet defecation MUST BE PROMPTLY CLEANED UP, securely bagged and placed in a trash container by the pet owner. Responsible pet owners will adhere to this procedure both inside and outside the park.
- Objectionable pet noise is prohibited.
- A limit of three pets per rig.
- Pets are not to be fenced or tied outside if owner is away from the lot.
- For health and safety reasons, DO NOT FEED STRAY ANIMALS.
- PROHIBITED ACTIVITIES:
- Door-to-door soliciting is not allowed for purposes unrelated to park activities, unless approved by the Board of Directors.
- Personal preferences, religious, political or otherwise, will not be imposed upon others.
- Co-op facilities may not be used for partisan political functions. This does not intend to prohibit or encourage having a forum, with the approval of the Board, to discuss local city/county issues with or without candidates for office or elected officials.
- Co-op facilities may not be used for religious services (defined as worship according to a prescribed form or order, e.g. denominational, sectarian-specific religious activities). The prohibition does not necessarily prohibit the singing of spiritual songs in programs presented on recognized religious holidays, nor of an occasional spiritual song as part of a SKP entertainment program, nor of a non-sectarian prayer before an organized meal.
- NO SMOKING IN ANY CO-OP BUILDING.
- During the season (October 1st through March 31st) no more than three washers and three dryers may be used per leasehold between the hours of 8:30 a.m. and 3:00 p.m.
- NO driving across dry camp sites whether occupied or unoccupied.
- NO trespassing on any lot.
- LOT APPEARANCE:
- Major household appliances are not allowed outside the owner’s RV or building.
- Ham radio antennas must be whip-type and secured to the RV.
- Trees, shrubs and other plants are not to overhang or encroach on another lot and plants must be cleared away from utility pedestal area.
- Lots, buildings, patios and porches will present an uncluttered, well maintained and pleasing appearance from all sides. (Lot Appearance Standard adopted by the Board in 2004 and 2007.)
- STORAGE AREA:
- A vehicle may be stored in the Co-op storage area on a space available basis, with a permit from the office, with leaseholders having priority. Additional storage space may be rented, if available.
- RV’s (which would include motor homes, fifth wheel, travel trailers and campers) have priority for storage space.
- All campers and camper shells shall be supported and secured to the ground.
- NO DEAD STORAGE IS ALLOWED. Any item not removed in an eighteen month period shall be disposed of after a 45-day written notice, by certified mail, to the owner.
- Leaseholders are responsible and financially liable for any damage or injury caused
by them, their guests, and/or pets.
- In connection with these rules. Management can require corrective action on any
problem or situation where it is deemed necessary.
[For leaseholder information: RENTER SPECIFIC RULES FOR LEASEHOLDER LOTS
- Renters must have a member of the Co-op Parking Committee present when moving onto a site.
- Renters are prohibited from using upper decks of leaseholder buildings.
- Renters are required to move to another site if the leaseholder returns. Management will endeavor to relocate the renter to another leaseholder lot.
- Renters of leaseholder lots who have paid for at least one week’s rental are permitted to wash their vehicles (with a serviceable hose and automatic shut-off nozzle) on site.
- Renters leaving the park for more than 24 hours (not to exceed a period of five (5) days) must check out and in with the office. A key is to be left with the office or someone living within the park with the right to ENTER and/or MOVE the unit. All information pertaining to the matter MUST be on file in the office before the renter leaves the park.
- All propane tanks (vertical tanks greater than 10 gallons prohibited) must be secured via cable, strap or chain to an RV, rigid support, a secure hold-down device or stored in an appropriate retainer.
- Failure to comply with the park rules and regulations may result in expulsion without refund of rent or release under contract without refund of rent.
